Medicines are an important element of every health system: a corner stone of UHC, the highest portion of OOPE, unavoidable in quality of care, an instrument of health workers performance and the primary purpose of care seeking for the majority of patients. Why are they hidden or implicit, instead of an explicit focus of health systems strengthening debate? Maryam will keep asking the question until the answer is in every discussion.
